Why this is the answer
Supporting the limb proximal and distal to the joint being moved protects the joint from strain or injury while it is passively moved through its range.
The bigger concept
Passive ROM keeps joints mobile in a client who cannot move them independently. Support the limb above and below the joint, move each joint slowly and smoothly through its full range, repeat about five times, and stop at the point of resistance or pain — never force a joint. Perform ROM at least twice daily, often during the bath. Report new pain, swelling, or reduced range to the RN.
